Addressed to Canton No. 96.

Your telegram to Hongkong of May 29th: Piracy

s.s. Tean.

2. If so, what form should it take?

3.

present system of naval patrol seems to me at a dis-

tance as effective as anything else we are likely

4. Pending your reply I am suspending answer

to Hongkong telegram of May 28th or comment to Com-

mander-in-Chief.

Repeated to Foreign Office, Hongkong and Com-

mander-in-Chief.
